Who was the greatest Republican President from this group? Herbert Hoover, Richard Nixon, or George W. Bush?

All three were bums, but Nixon signed far more progressive legislation than the others. Granted, that was only because the Democrats held a wide enough majority in Congress to override a veto. Still, it's more than Bush or Hoover accomplished.
