What is this above the base of my penis?

I am only 14 and have never had intercourse but I do occasionally jerk off. I have for quite a while on and off but the next morning after a shower I noticed this raised red lump (2-3mm) above my penis in my pubic hair. It doesn't hurt at all but I am worried. I would just like to clear up that this can't be an STD because I am not sexually active, nor have I ever been. So is this something to worry about?
